World Vision United States, a non-profit humanitarian organization, improperly worked and transacted with the Islamic Relief Agency back in 2014, during President Barack Obama’s administration, sending government money to a group that received sanctions due to its ties to terrorism.
This was all approved by the Obama administration, which means that the former president and his people knowingly helped fund a group with deep ties to terrorist group al-Qaeda.
Senate Finance Committee Chairman Chuck Grassley just released a new report that reveals the details of an investigation that started back in February of 2019 that examined the relationship between World Vision and ISRA.
The probe found that World Vision was not aware that ISRA had been sanctioned by the U.S. since 2004 after funneling roughly $5 million to Maktab al-Khidamat, the predecessor to Al-Qaeda controlled by Osama Bid Laden.
However, that ignorance was born from insufficient vetting practices, the report said.
“World Vision works to help people in need across the world, and that work is admirable,” Grassley said in a statement. “Though it may not have known that ISRA was on the sanctions list or that it was listed because of its affiliation with terrorism, it should have. Ignorance can’t suffice as an excuse. World Vision’s changes in vetting practices are a good first step, and I look forward to its continued progress.”
The investigation was sparked by a July 2018 National Review article in which Sam Westrop, the director of the Middle East Forum’s Islamist Watch, detailed MEF’s findings that the Obama administration had approved a “$200,000 grant of taxpayer money to ISRA.”
According to the report, government officials specifically authorized the release of “at least $115,000” of this grant consisting of taxpayer dollars, even after these folks discovered the group had been labeled a terrorist organization.
Yes, that’s right. Obama funded a terrorist group. With our money. Let that sink in for a bit. If that doesn’t make you furious, what will?
“According to the Senate report, World Vision submitted a grant application to the United States Agency for International Development (USAID) to carry out its Blue Nile Recovery Program on January 21, 2014. The proposed program sought to provide food security, sanitation equipment, and health services to areas hard-hit by conflict in the Blue Nile region of Sudan,” the Yahoo News report said.
The USAID gave World Vision a grant for $723,405 to be used as part of the program noted above. The following month, ISRA then agreed to provide humanitarian services to different parts of the Blue Nile Region on behalf of World Vision.
These two organizations also worked together on several other projects back in 2013 and 2014.
“World Vision only discovered ISRA was sanctioned after the Evangelical humanitarian non-profit discussed partnering with the International Organization for Migration (IOM) on a separate humanitarian project in Sudan. In performing a routine vetting of World Vision and its partners, IOM discovered ISRA’s sanctioned status and reached out to the Office of Foreign Assets Control (OFAC) Compliance Team to confirm,” the report revealed.
The report from the investigation states that no evidence was found that World Vision intentionally sought to get around the sanctions in their partnering with ISRA. They also did not know that ISRA was sanctioned prior to being notified by the Treasury.
The report does say that World Vision had access to public information and should have properly vetted ISRA as a sub-grantee, “resulting in the transfer of U.S. taxpayer dollars to an organization with an extensive history of supporting terrorist organization [sic] and terrorists, including Osama Bin Laden.”
Officials do not believe any of the money was actually used for anything other than humanitarian purposes, inevitably, it still helps to fund terrorist activity.
